Jane Ann Tlougan, passed away on June 18, 2025, surrounded by her family. She was born to Robert and Lucille (Turner) Hulbert on January 20, 1948, in Des Moines, Iowa. Her formative years were spent in Montour, IA, where she and her older sister, Anna, attended Montour Public School, until the family moved to Tama, IA, where she graduated from Tama-Toledo High School, in 1966. After graduating from Blackhawk Technical College in Waterloo, IA, Jane boarded a bus for Rochester, MN, to interview at Mayo Clinic.
On Friday, June 13, 1969, Jane went on a blind date with Jim Tlougan who was on R and R during his service in Viet Nam. After their date, they saw each other every day. While returning to Vietnam, he called and asked Jane to marry him; if she said yes, he’d come home for Christmas to get married. Jim and Jane married on December 20, 1969, and were married for 55 years. They had two daughters, Robyn and Amy.
Jane, like her father and sister, was dedicated to furthering her education and shared her knowledge with many people throughout her life. This included homeschooling her grandsons Ian and Collin, which gave her great joy. She was very proud of her twin granddaughters, McKenna and McKayla, each of whom became nurses in 2024, following in her sister Anna footsteps. She also enjoyed hearing about what her youngest grandson, Nicholas, was learning.
Jane worked full time for 34 years at Mayo Clinic in Rochester, MN, and earned her Bachelor of Arts degree Suma Cum Laude at age 50 from Concordia St. Paul University.
Jane was artistically talented, although she would deny it! She was a good seamstress, able to make dresses for her daughters, made alterations, and designed clothing. Knitting stocking hats was an activity that relaxed her in her busy schedule. The arts interested her as well and she taught herself to sketch; paint in watercolors, oils, and acrylics; she taught herself to make beautiful jewelry; her embroidery and quilting projects were amazing; and she even tried playing the guitar.
Jane and Jim were diligently parenting, when not working. They taught their daughters the importance of family, of working together to keep the household running with two working parents, and by example, demonstrated respect for their elders and caring for aging parents.
Genealogy was a passion they enjoyed doing together, taking their girls on summer vacations in several states, where the family learned to clean and chalk gravestones, read microfiche and microfilm, and to use the copy machine!
After surviving COVID pneumonia in 2021, Jane was diagnosed with intrahepatic bile duct carcinoma. She was courageous throughout the remainder of her journey here on earth yet was assured in knowing she would be going home to Jesus.
Jane is preceded in death by her parents, Robert and Lucille Hulbert; her dear sister, Anna Rairdin; and her father and mother in-law, Bernard and Harriet Tlougan.
She leaves behind her beloved husband Jim, and two daughters; Robyn (John) Gifford of Rochester, MN and Amy (Scott) Malvin of Good Thunder, MN; her five grandchildren: Ian and Collin Gifford, of Rochester, MN; McKenna Malvin of Lake Crystal, MN; McKayla Malvin of Mankato, MN; and Nicholas Malvin of Good Thunder, MN.
The family would like to thank everyone at Mayo Hospice who assisted in Jane’s care. She appreciated every one of you for your talent, compassion, and conversation. We would also like to thank all the faithful Christians who have prayed for Jane and her family during this difficult journey.
One of Jane’s goals in life was to bring more people to Christ and she succeeded. In lieu of flowers, memorials preferred to Victory Baptist Church, 606 36th Avenue SE, Rochester, MN 55904.

I was so privileged and honored to be a part of Jane’s care team. In the short time I got to know her, she truly touched my heart deeply. She was blessed to have such a loving spouse and family to care for her so compassionately. I’m very sorry for your great loss, but I know she was ready to see Jesus…she told me all the time.
